Don Garber is set to give his state of the league address today at 10:30 Pacific Time. The speech will be streamed live on the MLS website. Garber is expected to announce rule changes that will go into effect starting next season. Could we see the end of conferences and the introduction of a single table format? Or new rules for signing players?
